Greetings,
I just installed Piwigo (see details below) on the intranet of an NGO, for their private pictures, so I cannot provide an URL.
Everything works great, except users cannot add comments to single pictures or whole albums (I'd need both), even if I activated them in Configuration/Options/Comments.
All users are in one group. I have tried every combination of options I could think of (ticking "Comments for all", user permissions, user category, privacy levels, theme... etc...) but nothing changes. Everything works and looks good (Modus theme is active), and there are no errors in the Apache log file, but there is no button, form or anything else to add comments.
What am I missing? I have no problems to hand-edit the php files or the Apache configuration if neededm but I couldn't find in the manual anything related to this.
Thanks in advance for your help, this comments problem really is the only thing that's preventing us to use Piwigo...

I don't know why comments on photos do nor work on your site, but comment on album need a plugin and this plugin needs an update to work on the most recent release of Piwigo.

OK, but can you please post what you did, exactly, to have comments on yours? That is which options you activated/configured on albums, users etc...?
Also, where should I look to know what is going wrong? I see nothing useful in the apache logs...

UPDATE!!!!
Since the Comments feature included with Piwigo was not working at all, I installed the plugin "Comments Access Manager" Version : 2.7.3, to see what would happen.
When I open the settings panel of that plugin, I see this warning:

I can only tell you what I did, on my own site hosted on a shared server. I cannot help about your intranet installation.

And I've added the Reply to plugin, to give you the option of replying to an existing comment.
And also the PWGStuffs plugin, to display the latest comments on the home page.

Solved!
For some (to me, at least) obscure, undocumented reason, cleaning all caches and then disabling and enabling again the comments on the album solved the problem. Now users can comment and see each other comments.
