Plugin author here!
The plugin is a Lightroom Classic plugin, so is installed on LrC, not Piwigo.
Title and description (and other metadata such as GPS), aswell as keywords do transfer to Piwigo. - though one person testing it has reported some problems with this that I've not go to the bottom of yet. They are currently transferred via the image it exports rather than directly by the plugin, and respect the settings in the metadata section of the Publishing Manger - so for best resutls I publish JPEGs to Piwigo. I am looking into sending metadata directly in the future.
If you want to try it out, go to the repository on GitHub at https://github.com/fjb2020/PiwigoPublish-lrc-plugin . If you're not familiar with GitHub look for the green <> Code drop down on the second row. Click this and Download ZIP which will download a zip copy to your computer. Open this zip and extract the contents. Look for piwigoPublish.lrplugin - copy this to somewhere less transient than downloads - on my Mac, the Alloyphoto PwigoExport.lrplugin is installed in the LrC plugins folder at /Users/%USERNAME%/Library/Application Support/Adobe/Lightroom/Modules/ - you could use this folder, or somewhere else. Then in LrC go to the Plug-in Manager -> Add and locate piwigoPublish.lrplugin to install it.
The plugin is being updated fairly regularly at the moment as I develop it to where I need for my requirements.
If you encounter problems feel free to report via the issues section on github.

Part of Vlad's plugin provided a way of selecting tags such as Title and Caption in Lightroom and have them uploaded along with the photograph into the Name and Description fields in Piwigo. Does FJB's plug-in as it currently exists have that capability? I have several hundred photos with that metadata, pretty much different on each photo that I want to upload to my Piwigo site. I haven't found any other way to get the metadata to follow the photos.
And if it can do that, how do I go about installing the plug-in on my Piwogo? In the past I've installed "official" plug-ins by clicking on them from within Piwigo, but I'm not sure how to do a manual install

There is a lot to the AlloyPhoto offering. While I don't use all of the capabilities, I do appreciate the time investment by the author. That said I have not played with the code posted to Git, where I think if I head down that path I will also create a VM to test with.
Information about the Piwigo 16 update. With the update, the Alloy plugin no longer seems to be functional. I can no longer upload or update images.
The provision of new comments also no longer works.
On the one hand, I am glad that I did not invest money in a licence again, but on the other hand, I now lack essential functions (publishing, loading and writing comments, synchronisation).
This is quite a problem for me. LrC is my main management tool for development and organisation. For me, this includes keeping track of uploaded photos and being able to update them quickly and easily. I also use the comment function to fine-tune my photos.
That's now gone. It's annoying and a great pity that the developer has abandoned this helpful tool.
The new features in Piwigo version 16 are impressive. They are a welcome step forward. - At a certain point, it is no longer possible to take into account a plugin that is no longer maintained.
This means that in order to continue using the Alloy plugin, both LrC and Piwigo would have to remain at their previous levels. This is only a short-term solution.
Due to the poor prospects for the Alloy plugin, I will attempt a kind of migration via metadata, provided that FJB creates a version adapted to Piwigo 16. The FJB plugin is currently not compatible with Piwigo 16 and also fails to upload. So we'll just have to wait and see.
So for the time being, I will stick with the two older versions (LrC 14 and Piwigo 15.7).

I'm using AlloyPhoto's V3.1.0 plugin and Piwigo V16 where I was just able to publish updates to the server without any issue where I have yet to find any compatibility problem due to updating to V16.

For info, I'm now running v16.0.0 on my Piwigo test server. As was stated earlier, aside from different login credentials when 2FA is active, the API appears pretty unchanged - so within the constraints of my ability to test it, I believe the plugin is now working - both with and without 2FA and an API key enabled for my user.

Thanks for the feedback. It took me a while to figure out why I was experiencing errors with my instance. I hadn't paid attention to the PHP version during the update – it was still running an outdated PHP (7.4) version. This has now been updated to PHP 8.2.
Piwigo is now running version 16 on my system, and both plugins are working as they did under version 15.7.

FJB's Piwigo Publisher works fine and I am very happy she took the effort starting to develop this opensource plugin.
I already published multiple albums and more than 2000 photos to my Piwigo v16.1.0 site as a test from my Windows 11 machine running Adobe Lightroom Classic v15.1.
Yes there are some bugs and yet missing functionality (i requested a few via the Github page), but it does it's basic functionality stable (compared to the AlloyPhoto Piwigo plugin which often crashed publishing a lot of photos).
I made a post on my own website explaining the steps in more detail than the Github page w.r.t. installing & configuring it. Includes image quality settings I made in Piwigo. Mainly done for my not so IT literated family members, but might help others also.
