[NBC_UserAdvManager] Pre-2.14.0

- Tips rewriting (thx to Tosca)
- Updating translations
- Bug 1467 : FCK Editor functions are enabled but there is still a problem with special characters transformed to code. They are not correctly displayed in email received.
