Hi,
in the albums permission tab is a checkbox "Apply to sub-albums" if I want to make an album private.
But there is no such switch if I want to make an album with subalbums public again.
Is this by intention?

if I check the "publick" button in the first screen, I get immediately the second screen. IOW as soon as I select "public", the "Apply to sub-albums" checkbox vanishes.
Which "local configuration" do you mean, config.inc.php? There is nothing special IMO:

That box was made to apply the group/user permission
I see your point, a user may also want to set public all the child album from that album.
The page Album->properties is made for that, but I agree I could also let that box for applying a 'set to public' action to children

Exactly. I don't think that many users will desperately miss this option, but it might happen.
