Absolutely not :-)
Versions 13.x are released "when needed". Due to a security issue for example. We can't know when we will have to fix such issues.
Piwigo 14 is not ready yet (far from it).

Release 13.6.0 is available. It comes with a security issue fixed but also with several minor bugs fixed on user interface and web API (for digiKam and iOS mobile app). You may notice that we have reversed the list of users: newer users now come first in the list.
