You have to find out what rule exactly mod_security is complaining about and whether it is even rightfully complaining or not just overreacting, which could be resolved by disabling the rule or defining an exception for Piwigo.
Just a basic question, and maybe I've missed it elsewhere, but when I did a fresh install of Piwigo not long ago it still triggered the "mod-security" issue when changes were attempted from the administration page. Is any part of this Beta working to resolve this issue? I really enjoy using this software but is seems something flags a warning and it would seem it is something out of date. No idea but hopefully its something that can be rectified in this Beta.
You can just unzip right over your existing v13 install.
is it possible to upgrade from 13 with just overwriting the files. or is it a fresh install in case you want to try the beta.

I'm not seeing the new search. I get a blank "search results" page and if I click the magnifying glass to show search criteria I get:

Here is the new Piwigo 14, in it first beta. 1 big change, 1 medium change, several small changes and other small improvements.
A) Changes
Here is the big change in Piwigo 14 : new search in the gallery. Instead of a form page and then a result page, the new "multi-criteria" search displays search criteria and results at the same time. For now, you can filter on albums, tags, search by word, added by, author. We will add some filters in the next beta versions.
New album editor: better use of space, more consistent display on small and big screens, validate button fixed position (bottom right).
The mimetype icons, which are displayed by Piwigo when no poster is available, get a refresh.
If you have many administrators but you don't want them all to be notified when a new user subscribes, you can filter with a group of users.
B) Improvements
* new version 4.3 of Smarty (the template engine) to be compatible with PHP 8.2
* new advanced configuration setting to set url_port, very useful with exotic reverse-proxy environments
