How hard would it be to change the color of the off image navigation arrows? Could I just do new png files? Or is it more involved than that?

It's just png files with transparency.
There's already two png, one for the original/black theme, one other for the white theme.

What I mean is could I make my own png files and call them from a different directory using CSS?

Say changing "transparent url(icon/arrows.png)" to "transparent url(http://www.xxxx.xxx/icon/arrows.png)" having different colored arrows?

Yes, you can use any other png file.
