I have some difficulties to configure the ACL file "Icy Modify Picture"

My gallery:
- 3 albums: two private (# 2 and # 3) and one public (# 1)
- 2 users each with their own private album

Each user can "upload" photos directly into his private album, but I want their upload in the public album (#1)
be moderated by the administrator:

Here is my ACL is not working (users can upload directly into the public album (# 1):
