I am building a photo gallery for the whole congregation (about 70 people ).
Can I get around this "username already used", I am trying to preload everyone in the database,
example using first name as username, last name as password like: john smith, john jones, john brown.
Can I do this?

Another question: Is there a mandatory setting that admin must approve member first?
I want to make church members only, that way I hope to keep the pictures clean.
Did I miss this setting?

You mean multiple users with the same username, only differenciated by their password ? this is not possible (in any software on a side note)

for your authorizations you can create a group "pool" (example) setted ad a default group (it is possible, i don't remember where) and with with no rights, and manually moves the users to an other group with higher rights
