I edited the local configuration as you told me.
Same error message appeared as the 2nd pic I uploaded before.
Then I changed the date to Europe/Athens and the error dissappeared.
But still I can't add a new user.
I have logged in and out a lot of times in between.
I'm sending you the error message I get:

thanks for sharing! Sorry we couldn't have help much, but it seems that was a server config issue.
