I can run the command manually without any issues on the .tif files that keeps getting generated as png's
Now they are converted to .jpg without any issues.

Manually updating each png files won't be a good solution. Piwigo should reconstruct them itself propely

I tried updating the Piwigo from 2.10.2 to 11.4.0.
Still no difference - im rolling it back to 2.10.2 from a backup.
