We just recently upgraded our Piwigo gallery to 2.9.3, and we now have a problem where absolutely none of the CSS are working--everything is defaulting to Times New Roman.
As an experiment, I downloaded piwigo-netinstall.php and put it in a fresh new directory and went to the URL...Times New Roman, solid white background, and obvious the CSS is not loading. According to the source of piwigo-netinstall.php, its CSS is at http://piwigo.org/download/netinstall/loader.css, which loads no problem.
Other CSS pages on the same server load just fine.
The server is running RHEL 7.4, so as a sanity check, I turned off SELinux enforcement. Same problem, so SELinux doesn't appear to be getting in the way.
The admin page at admin.php is working just fine with regards to CSS.
Thoughts?

Does Apache have the file permissions it needs? E.g. rw on _data/ and all that?

Yes it does.
As a sanity test, I created a new directory and put piwigo-netinstall.php in it, so I could see if anything was wrong with my Piwigo install...give myself a fresh directory. Sure enough, the CSS failed on this single .php file as well.

Solved: Something was wrong in the themes directory. I downloaded a fresh install, replaced the themes directory, and all is good to go now.
