I don't use facebook, I don't know how they manage facial recognition. I have used iPhoto on my laptop. I'm not 100% sure that it's relevant to perform such a huge process on the web server.

You may also talk about something like FlickR tagging inside the photo. This is "possible" to do it :-), I've found a jQuery plugin for this : jQuery Photo Tagger Plugin
