Links for "Related Tags" are displayed only for the 15 or 20 thumbnail images that are currently on the screen, not for all the images in the album. Selecting a related tag does, however,  create a thumbnail index of all tagged photos in the entire album. Displaying "related tags" links should alway work with the entire album or entire thumbnail group selected from a previous tag not just those that are currently seen on screen. How else can the tags help you select down through images from an entire album.
