How to add user restrictions to admin panel

Hello,
I need help.  I am a developer.  I am adding Piwigo photo gallery to my system.  I want to hide or disable or restrict a few things in the administration menu that would not be visible to when users login through the admin panel.  This would preserve the order of my setup.  I want to hide the plugins, Administration home, users, and in tools only updates, maintenance, site manager, synchronize or the whole tools.

I would greatly appreciate anyone assistance in resolving this matter.

That is the second time today that I have seen such a request - which is unusual.

Perhaps it would be easier for folks on the forum to help if you word the question with information about what you want your users to be able to do (rather than what you don't want them to be able to do) - and why you think this would require them to be 'admin' with limited powers.
There may be other ways to achieve the same result.
