small organization change on the extension manager

Hi Piwigo Team,

I'm going to change 2 things on the extension manager piwigo.org/ext :

1) archive MODs on a duplicate extension manager piwigo.org/mods. MODs are no longer relevant since Piwigo 1.7 (that was 7 years ago!). Some contributeurs assign their plugin to the category MOD by mistake. Visitors wonder what it can be...

piwigo.org/mods will only have a link in the wiki, to be much less visible than piwigo.org/ext. I will modify this PEM so that it becomes read-only (isset($_POST)) { die(); })

2) convert category "template-extension" into a tag and move the 2 related extensions into category "tools". This category has been created 4 years ago and only 2 extensions in it. Considering there is no direct link between Piwigo and http://piwigo.org/ext/index.php?cid=13 we don't need a category. So let's make things simpler for visitors.
