Lots of pages reported by Google search console as Excluded by noindex

Hello
This is old and there is topics for this, but I have not find good solution to solve this.
I added plugin Meta and it added new line to page.
Now page source got these lines in it (second line is after I changed by Meta plugin):

<meta name="robots" content="noindex,nofollow">
<meta name="robots" content="follow">

To me this is not good looking solution.
Where I can change that "noindex,nofollow" line?

On all my Piwigos, I replace  no index no follow in picture.php with index follow. Sometimes the noindex horror reappears because of an update. And I fork the file once more.
